Stakeholders



Every country hosting a National Data Center (NDC) depends on other institutions for its physical location, which corresponds to some institutions belonging to the State or any university, as is the case in some countries. In the case of Chile, the NDC depends on the Chilean Nuclear Energy Commission (CCHEN) that houses the Global Communications Infrastructure (GCI) equipment and server in the dependencies of the Department of Information and Communication Technologies (DTIC in Spanish) at La Reina Nuclear Center. At the same time, CCHEN is a national authority on behalf of Chile for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) appointed by the Chilean Ministry of Foreign Affairs in 1998.



The Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) with which institution Chile has to administrate the Chilean monitoring stations. This is an international organization located in Vienna, Austria, that will be established upon entry into force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), a Convention that outlaws all nuclear test explosions by everyone,everywhere: on the Earth's surface, in the atmosphere, underwater and underground.

The organization will be responsible for verifying the nuclear test ban and will therefore operate a monitoring system worldwide currently working for which Post Certification Activities (PCA) contracts of the monitoring stations installed in our national territory for verification of the Treaty compliance.

Composition and structure

Upon signing the CTBT, a State automatically becomes a member of the Preparatory Commission. The Commission consists of two main bodies: a plenary body composed of all signatory States; and the Provisional Technical Secretariat (PTS), which assists the Commission in the development of its activities.

The Plenary Body

The Plenary body is assisted by three groups:

1. Working Group A
Deals with budgetary and administrative matters, such as the annual budget, financial and staff regulations and rules and legal issues.

2. Working Group B
Deals with the examination of verification issues.
Both Working Groups make proposals and recommendations for consideration and adoption by the Preparatory Commission.

3. The Advisory Group
Advises the Commission and its subsidiary bodies i.e. both Working Groups, on financial, budgetary and associated administrative matters. The Advisory Group consists of experts from States Signatories, who are of recognized standing and have experience in financial matters at the international level.



Although the CCHEN is in charge of the operation and maintenance of most of the CTBT monitoring stations in Chile, there are two auxiliary seismic stations in charge of the National Seismological Center of the Universidad de Chile (NSC) whose stations serve as a complement to its national seismological network. In addition, in 2020 the Tsunami Warning Agreement is signed between the University of Chile and the CTBTO where CCHEN acts as the National Authority in these matters. CCHEN will be a bridge in charge of the administration and establishing internal agreements of the country in support of science and emergencies in these issues.



One of the missions of the Embassy of Chile in Austria is to represent the State of Chile before the Austrian State. To fulfill these objectives, the Embassy of Chile in Austria is in charge of carrying out actions in the field of bilateral political relations with the Governments of Austria, Slovenia and Slovakia, following the objectives established by the Ministry of Foreign Affairs. In this context, it represents Chile before the CTBTO in meetings related to our country and helps us to follow the guidelines proposed by this Organization. In this regard, it is incumbent upon it to liaise with the political, legislative, economic and cultural authorities of these countries, with the aim of promoting national interests.
